Character Spotlight: Judge Fraser, a TL9 law enforcer


Mega-City One. 

800 million people. Each one a potential criminal.

Today's character is inspired by the Dredd (2012) movie. In a bleak, cyberpunk, distopic future, Judges deliver swift "justice" in the streets of Mega-Cities, humongous urban sprawls that stretch for many miles.

As an orphan, Judge Fraser entered the Academy of Law judge training at the usual age of 5. Displaying scores ever on the average range - for judges - he graduated at age 20 and was placed as Street Judge on Sector 17. He spent most of his first two years dealing with the repercussions of a gang war - between the SupDom and the Dolls - which culminated with the complete destruction of 4 levels, 123 to 127, in one of the sector's Megablocks and the death of the leaders of both gangs. Fraser was present, as were other judges, and between them and the intergang hostilities, it's estimated that some 450 people were killed.

A small but noticeable decline in crime ensued for a short time in the area but it was not to last. The standard procedures for a event such as this were exceedingly fast, and the Hall of Justice declared the whole thing as a success.  

Recently though, the fatality rate for Judges involved in the SupDom/Dolls incident seems to be on the rise... The Hall of Justice dismisses this as simple coincidence, but Judge Fraser has something else in mind: the feeling that instead of hunter, he's is soon to be prey

 

DESIGN NOTES

Judge Frasier's sheet uses the rules for my Conditional Injury Hack and Fantastic Dungeon Grappling. Reverting to standard GURPS rules is trivial enough: simply a matter of ignoring the grappling section of his sheet and knowing his HP is 14.

Besides the Basic Set, we also used:

  • Action 1
  • Ultra-Tech (UT)
  • High-Tech (HT)

Action 1 provided us with many ideas and templates. I ended up using the Shooter template as a starting point, and modified it further to better fit the character. It also had the stats for the Judge's bike (the heavy bike).

For equipment, I settled on using UT and HT, and this was the hardest part for me. Though I admit, it might just be an issue of lack of practice in using those books. Most of the equipment was readily available, but I had to make some judgment calls. Seeing realism is not much what I was going for here, it wasn't so difficult.

Armor was simple. I only had to estimate the cost and weight of Reflex armor that covers the arms alone, for I couldn't find one.

The gadgets were not hard too, though knowing exactly what to search for in the index or the pdf search bar took some trial and error.

Weapons and grenades were the most involved part. The Judges handgun, the Lawgiver, is known to fire several different types of rounds, and I wasn't aware of such piece of equipment already stated in GURPS terms. I decided on using the 10mmCLP Heavy Pistol  as base, with an attached 15mm Underbarrel Gyroc launcher (even though RAW it shouldn't be possible).

APHC and High Explosion Concussion rounds were used as is on UT. For incendiary and Stun, I had to turn to HT with the help from the GURPS Discord and the Steve Jackson Games Forums and ended up using White Phosphorous payloads and the stats for the Taser gun, which I slapped on top of the 10mm Heavy Pistol. Bulk and Weight for it were eyeballed and that was it: the result is a handgun that shoots solid rounds, APHC rounds, HEC gyroc missiles, Incendiary gyroc missiles and stun charges!

Smoke and concussion grenades were designed as per the instructions from UT; stun grenades come straight from the Basic Set.
